Description
The OSGeo4w installer http://download.osgeo.org/osgeo4w/osgeo4w-setup-x86_64.exe is missing a Windows manifest, which requires you to run it manually as Administrator in Windows. The 32-bit version of the OSGeo4W does not have this issue. This should be an easy fix. You get no UAC prompt with 64-bit version, as you do with the 32-bit version.

If they re-iterate that this is a QGIS specific issue, than please, feel free to re-open.
