Description
to reproduce:
1) settings - options: in "CRS for new layers When a new layer is created, or when a layer is loaded that hs no CRS" tick "Use project CRS"
2) create a project with CRS other than EPSG:4326
3) use Layer - New - New Shapefile Layer: CRS is EPSG:4326
in step1 you could tick "Use default CRS displaed below" and enter a CRS other than EPSG:4326
step3 stays the same
users tend to save their shapefile in WGS84 and detect their error later when their data are at slightly wrong places
