Duplicate Layer menu selection

Description

Please give us the ability to duplicate a layer. It should go in both the Layer menu and the right-click context menu when you right-click on a layer.

I have a situation now where I need to create a few instances of an existing PostGIS layer. I need each instance to have a different query. Currently, I have to manually build each new layer. That is cumbersome.
