Description
When a picture is loaded into the georeferencer, You must completely close GIS to allow the currently loaded picture to be edited by another program. There is no way to close out of a loaded picture in the georeferencer. Even when you select File>Quit the picture stays loaded in the plugin and is therefore unable to be edited. Therefore one must select another image to free up the image currently loaded in the georeferencer, or one must close qgis completely.
