That page no longer exists. I guess it should be changed to https://issues.qgis.org/wiki/quantum-gis/Writing_Plugins or something.

Oh - I see I pasted the wrong link.
I should have said I guess it should be changed to https://issues.qgis.org/wiki/quantum-gis/Writing_Plugins or something.
