Description
I can't change encoding type when I work with ESRI shapefile ('Add Vector Layer' and 'Option -> General -> Encoding' doesn't work correctly). QGIS always set UTF-8.

OGR Shapefile driver(GDAL>=1.9) recodes attribute strings to UTF-8 and passes it to QGIS, if the shapefile includes non-zero LDID in dbf file or valid cpg file. If there is no garbled text in the attribute table, recoding of driver is working well. If not so, see OSGeo4W #294
However, it is better if the encoding combo-box in the layer properties displays the codepage of dbf file with grayed out rather than displaying abstract "UTF-8", isn't it?
