Some users missed from users list

Description
Some users not listed in "Authors" field and it is impossible to search for their tickets. For example, there is feature #5059 by user "Oleg Seliverstov", when I try to filter all issues by Author I can't find this user in list

Only authors of at least 5 issues have been added as project members. With the new Redmine customization, the main usability problem when adding all of them is solved. Could you please check for any remaining usability problems if we have hundreds of project members?

I guess this means project members are only added manually, since I saw someone with 27 issues isn't listed...
