I noticed this issue a few months ago and it has niggled me a few times since then.
It's only now that I've used ArcMap 10 that I'm compelled to write a ticket on this one:
ArcMap allows you to change transparency of the entire layer and all the lines in it, regardless of symbol options.
If ESRI can do it, so can QGIS.

To provide an overview of the issue it's easier to state how it should work.

I want to provide a graduated symbol to illustrate how the number of cars per person (the field carperhouse actually shows the reciprocal of this, but it works fine for illustration) varies over space. The bug is the hassle involved in assigning transparency to the layer so I can see the underlying data, and then making all the lines white.

At present I have to make each of these changes 4 times (or more if I have more categories),
as illustrated on this little video http://www.youtube.com/watch?v=CmK73b_e36g . Worse, when I want to alter the symbology, it always reverts back to
the old default symbol styles. Perhaps there is a quick way around this (apologies for spam in that case) but it's bugging me so I've registered it as a bug.

Please reopen if I understand wrong the issues:

in QGIS trunk you can now select multiple symbology classes, right click and change a few properties for all at the same time. Transparency is one of the properties available.

On the other hand is not possible to select multiple symbology classes and change the symbol properties as it was possible indeed in the "old symbology" engine. For this issue there is already an open ticket. See #3275
