Description
Reimplementation of the background snapping options: you may choose in the options if you like to have dialog or a docked window for the snapping options
snappingoptiondocked.diff 
- checkbox was wrongly named in first version

applied in 8c2a02f3 (SVN r14624) - with slight modification. If I broke it, feel free to slap me.
