More flexible snapping options

Description
While digitizing a lot it can be very annoying to turn on/off and change the snapping options.
i) It should be able to assign a default snapping behaviour to every added layer.
ii) The snapping options gui should be dockable.

A default snapping behaviour can be defined in Settings/Options/Digitizing/Snapping

The snapping GUI is dockable in Trunk (Settings/Options/Open snapping options in a dock windows)
