Description
If you change the value by hand (in Map>Scale), it is replaced by other values without any obvious meaning.

can you be more specific?
Do you refer to the "map units per map unit" selector in the "scale bar" configurations of the print composer?
If yes, I also cannot see how it can be useful (but I may be missing something obvious) but I otherwise see no problem at all if the the map units are in degrees. See attached image.

I confirm:
- load a layer in 4326
- activate the print composer and add a map
- change the scale by hand (e.g. 250000)
- click outside the box where you input the scale
the value is changed

Ok, now I got it and I confirm. Playing around with the steps provided is also pretty easy to produce irresponsive scale bars that the composer do not allow to select/remove from the layout.
