adding SVG directories require restart of QGIS

Description

If I add an SVG directory for symbols, the new symbols are not immediately available, and I have to restart QGIS to have them. It would be good to update the list on the fly

right click in the point symbol list in the (old) symbology tab and select the entry from the context menu.
