The "output folder" Processing configuration has no effect

Description
After changing it in processing general options and restarting qgis, the ouput folder for temp layer is always the one defined by default after a normal installation.
Tested on master.

settings > options > processing > general > output folder

That's not used for temporary files. It's only used as the default location for "real" outputs.

so I guess this means there is no option for temp outputs?

That's correct - they are always stored in the /tmp / windows temp folder
