Save/load style to PostgreSQL database from Layer styling panel and from layer right-click menu

Description

For now layer in layer styling panel user can only load style from qml file. It will be useful if he can load style also from PostgreSQL database.
The same is applicable to the style section under the layer righ-click menu in TOC.

Furthermore, all six actions available from the layer properties dialog (load from file, load from db, restore default, save to file, save to db, save as default) could be accessible:

1. In the styling panel, grouped into two drop-down buttons "Load" and "Save" (currently there is only half of them there).
2. In the right-click menu, in the 'Styles' submenu, grouped the same way. In that case the Export->Save as QGIS layer style would became redundant.

Actually the grouping should match that one in the layer properties dialog I guess, so in all three places "Save as default" and "Restore default" is to be either included to the two groups or place next to them.
