Add Keyboard Shortcut for the the 'Add Delimited Text Layer'

Description

The 'Add Delimited Text Layer' button is the only one which does not have a keyboard shortcut, and that is the one Which I use the Most. We should add a Keyboard shortcut for this as well

Devdatta, while an official shortcut can be set, you can meanwhile add your own shortcut in the Settings --> Keyboard shortcuts menu.
