[Layouts] Removing a page of the layout moves its content to first page and breaks that page layout

Description
Select a multi page layout with items added here and there.
Select page two, right-click… remove page
The page is removed but without any notification, its content is moved to the first page, possibly corrupting that page layout.
- remove also the content
- keep the content (they'll be out of a page bounds)
- move the content to a page you'd select
But it shouldn't be blindly and silently moved to another page, breaking its layout. As far as I remember (no QGIS right now to check) in 2.18 page was removed and items stayed at their place.

- Easy fix? changed from No to Yes
- Affected QGIS version changed from 3.1(master) to 3.4.3
Confirmed on 3.4.3. A confirmation dialog appears, but objects are silently moved to the remaining page. Possibly changing the message in the dialog (your object will be moved to the previous page) is enough.
