Plugin installer, change tabulation order so that "enter" in plugin search bar does not launch "upgrade all"

Description
Hi,
I have been tricked a few times by this UI design.
When doing a search in plugin installer, I use to type "Carriage return" to validate my entry (many tools need that).
This should not be launching entire plugin upgrade, quite long and impossible to stop.
In developpement tests, it can break configuration of plugin versions also.
