Description
Every now and then, I hit an issue with the composer legend item whereas raster layer legend symbols are rendered with a static border that can't be disabled nor styled. Layout-wise, this often leads to a visual clash with the design style created by the user.
For e.g., I've GIMPed a static border (current behavior) versus a fictive no-border alternative for a legend I'm working on ATM:
IMO, the no-border alternative is much nicer.

Fix hardcoded border for raster legend items (fix #13540)
Previously raster legend items always had a fixed black border.
Now there's options to change the color/width of this border or
disable it entirely.
