OpenLayers plugin does not appear in Plugins dropdown after install in QGIS 2.8.2-Wien

Description
I installed QGIS (2.8.2-Wien),
used "Plugins" option to add OpenLayers Plugin 1.3.6.
Closed the Plugins Manager.
Click on "Plugins" again, and see only Plugins Manager, Python Console, and GRASS as before installing OpenLayers.
I have no access to OpenLayers as it never appears in pulldown. Reinstalling makes no difference.
