[Layout] Scale bar fill colors should be disabled for "not a box style" scale bar

Description
In print layout, add a scale bar.
In its item properties panel, Fonts and colors group, the Fill and secondary fill colors (and their data-defined button) should not be enabled when you select a scale bar style other than "Single box" or "Double box"
