"Vertex Editor" disappears from View / Panel after the panel being closed

Description
Step to reproduce:
1. toggle editing mode
2. click node tool
3. right click on canvas
4. click popped up "Vertex Editor"
5. "Vertex Editor" appears and is selected in View / Panel
6. close "Vertex Editor" panel
7. "Vertex Editor" now disappears from View / Panel
Anyway this current behaviour, though still nagging somewhat, is definitely way* improved from 2.18 in which that the panel just keeps pops up all the time.
Shouldn't "Vertex Editor" panel simply be blank/grey out when node tool is toggle off or not currently in use.
